Job Description:
Under general direction of the Maintenance Assistant Manager, the Parks Supervisor plans, directs, and administers the maintenance and care of parks, recreational areas, park buildings, and related facilities. Supervises staff, oversees projects and programs, and provides responsible technical staff assistance. Assists with administering park capital programs.
Essential Duties and Responsibilities:
- Assists with planning and supervises the maintenance and improvement of Parks and landscaped areas and the maintenance and construction of park equipment and facilities
- Manages the work of staff, including coaching staff for improvement and development; training; reviewing and evaluating work performance; coordinating activities; maintaining standards; selecting and allocating personnel; acting on employee issues and recommending and implementing employee discipline
- Coordinates Park and Facility maintenance and construction activities with other City departments and divisions, and with outside agencies
- Conducts field inspections of work in progress, and investigations of City infrastructure and assets, to determine problem areas and assess criticality; maintains proper records and provides reports.
- Addresses and responds to difficult and complex customer service issues; participates in the implementation of solutions and proper monitoring
- Designs, implements, and prioritizes projects; outlines the scope of work to prepare for competitive bids; ensures necessary paperwork and permits as necessary for projects are obtained; monitors the performance of contractors engaged in City projects and upholds standards and expectations
- Plans and designs irrigation systems for turf, shrubs, and trees; directs irrigation maintenance programs; reviews plans for landscape construction and maintenance
- Participates in division budget preparation and administration; manages approved budget and performs line adjustments
- Ensures training programs are attended by staff and collaborate with the Safety Management Analyst to assess training needs and provide feedback
- Assist with the selection, purchase, and requisition of equipment and supplies
- ADP administration including review and approval of full-time and part-time staff timecards and time off requests
- Perform related administrative duties. Includes: devising RFQs and writing bid proposals; implement procurement processes for projects with a variety of scopes of work; processing payment requests; tracking assigned budget and providing relevant reports
Minimum Qualifications:
Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or related field; or equivalent three (3) years of progressively responsible experience in parks and facilities supervision; or any equivalent combination of education and work experience
- Experience supervising capital improvement projects is preferred
- Knowledge of principles and practices of park and facility management
- Knowledge of modern methods, materials, equipment, and tools used in the construction and maintenance of parks and facilities
- Knowledge of plant and tree diseases and pests, including approved control and eradication methods and chemicals
- Knowledge of principles and practices of budget and personnel management
- Ability to plan, organize, coordinate, and direct the development, construction, maintenance, and repair of parks and facilities
- Ability to read and interpret construction plans and specifications and inspect and evaluate construction and maintenance work
- Ability to communicate clearly and concisely, both orally and in writing
