We are seeking a Contracts and Written Communications Analyst (Procurement and Contracts Specialist 1) to join our Community Services and Supports team. You will provide program assistance administrative research, analysis, evaluation and/or data/fiscal analysis to Community Services and Supports Unit policy and program analyst staff and program manager who administer multiple federal grants, sub-grantee contracts, conduct program monitoring, establish policy, write administrative rule, and provide technical assistance and training on a statewide basis to the Aging and Disability Resource Connections ADRC/Area Agencies on Aging AAA network.

What you need to qualify
Three years’ paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support.
OR
A bachelor’s degree will substitute for the experience.
A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.

  • Experience with writing, coordinating and managing contracts preferred.
  • Ability to work independently and manage workload with strong organizational skills, excellent attention to detail, and the ability to multitask.
  • Experience providing excellent customer service to diverse groups.
  • Excellent communication skills, both verbal and in writing, including the ability to provide technical information clearly and efficiently.

Your duties at a glance
The Community Service and Supports (CSS) unit of the Long-Term Services and Supports (LTSS) section is within APD. Staff in this unit are responsible for developing programs, establishing policy, writing administrative rules and providing administrative oversight for programs which are implemented by the Area Agencies on Aging (AAAs) and Aging and Disability Resource Connections (ADRCs) including Centers for Independent Living (CILs). Staff regularly work with AAAs and CILs, office of budget and financial services, commissions, advocates, the Medicaid field structure and the general public. Staff responsibilities include program analysis, development of legislative concepts contract administration, training, and preparing reports to the legislature upon request.
As a Contracts and Written Communications Analyst, you will:
  • Complete contract request forms, draft statements of work, and prepare request for proposal materials to submit with contract request forms.
  • Record and monitor contracted project schedules, outcomes, accomplishments, and expenses.
  • Assist with administrative functions as needed for contracted projects.
  • Serve as a liaison between the statewide Office of Contracts and Procurement and the CSS unit to ensure contracted projects.
  • Proofread and edit contract drafts to ensure correct descriptions of program-related information, and correct grammar, spelling, etc.
  • Maintain contract log for all contracts within the CSS unit; Track contract deliverables and progress and submit invoices for payment.
  • Maintain database of all CSSU publications to ensure they are translated into the top 10 languages, revised in collaboration with subject matter experts (SMEs) when needed, in stock, and available for order form partners.
  • Work with Office of Publications and Creative Services to ensure design, translation and printing projects are completed accordingly, alert program staff to changes in timeline, cost, etc.
  • Work with unit SMEs to draft and edit policy and program transmittals and other written communication to ensure clarity, readability, correct grammar and syntax, and correct punctuation.
  • Share responsibilities of updating the CSSU website, training calendar, and AAA calendar.
  • Work closely with APD communications officer to ensure coordinated communications efforts as needed.
  • Provide coordination and assistance with monitoring AAA operations and evaluation.
  • Prepare and administer surveys related to AAA and CIL activities.
Working conditions
  • Fully remote or hybrid option available. May have an occasional need for in person, but rare. Flexible schedule allowed.
  • Position is demanding, frequently requiring rush assignments.
  • Must be able to multi-task, exercise attention to detail, be organized, must have excellent written communication skills and accuracy.
