A vacancy exists in the Department of Public Works and Transportation, Bureau of Solid Waste Management, Recycling.

Definition of Responsibility
Under general supervision, prepares information for public release and assists the Bureau of Solid Waste in developing and implementing public relations and information programs specifically related to recycling, zero waste, and waste prevention.
Examples of Essential Duties
- Advises department heads, agency representatives, and others regarding public relations and information-related matters.
- Develops and coordinates advertising and marketing strategies, including graphic design.
- Prepares educational and promotional materials.
- Schedules the release of promotional materials and secures public service time from local broadcast media.
- Writes original scripts and coordinates the production and airing of public service announcements and other media programs.
- Researches, prepares, and writes news releases, official statements, and other materials for public release that describe the programs and objectives of County agencies.
- Coordinates agency contacts with the media.
- Makes speeches and presentations before groups.
- Reviews, coordinates, rewrites, edits, and designs bulletins, pamphlets, internal and external newsletters, exhibits, and other materials that explain agency programs and policies.
- Researches, writes, and edits technical and procedural manuals.
- Researches and gathers information for use in public information programs.
Takes photographs for County publications.
Uses desktop publishing, graphic design software, and word processing.
Performs other related duties as required.
Duties Specific to Recycling
- Creates, designs, writes, coordinates, edits, and/or uses desktop publishing to design and prepare advertisements, brochures, collection schedules, newsletters, news releases, photographs, signs, web content, and other materials.
- Promotes and explains Baltimore County's Bureau of Solid Waste Management programs, policies, and procedures, with emphasis on recycling and waste prevention.
- Develops and implements advertising and marketing strategies, public education campaigns, and recycling programs.
- Uses social media to advertise the County’s recycling and waste prevention programs.
- Maintains and improves the Bureau's section of County website.
- Makes presentations to students and community groups, with special emphasis on elementary school presentations.
- Responds to resident inquiries by phone, e-mail, and social media
- Researches as needed
- Coordinates and participates in fairs, festivals, and other public events.
- Designs and prepares educational exhibits.
- Provides input on Bureau programs, policies, and procedures.
- Conducts tours of the County Materials Recycling Facility (MRF).
- Serves as liaison to County's drop-off centers
- Manages various projects.

Graduation from an accredited college or university with a bachelor's degree in journalism, English, mass communications, or a closely related field
plus
at least one year of experience in journalism, creative writing, public relations, or closely related work.
Additional experience in the areas listed above may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Education in one of the fields listed above beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.
Preferred Qualifications
Work experience with recycling at a professional level.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very little exceptions.
Physical and Environmental Conditions
The work of this classification is essentially sedentary with some walking, standing, or other limited physical activity. Some duties entail the operation of office and other equipment requiring manipulative and coordinative skills. Some duties may require traveling between work sites.
Drug Screening and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a drug screening and employment background investigation, including, but not limited to criminal background, education, and fingerprinting checks.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Health Insurance
