Purpose of the post: The position of Federal Disease Surveillance Officer has a nationwide role and is responsible and accountable for the quality of poliovirus surveillance in all districts of Pakistan. The Federal Disease Surveillance Officer is expected to provide strategic and technical leadership to provincial and district teams. The incumbent to this post would be specifically accountable for oversight of surveillance-related activities and associated databases, as well as other specialized surveillance systems; and, ensuring full implementation of the NEAP and the Surveillance-specific Work Plan derived from the NEAP.

Organizational Context: Under the direct supervision of the National Surveillance Coordinator and technical guidance of Coordinator Polio Eradication, the incumbent will work as Federal Disease Surveillance Officer within the framework of national policies and guidelines defined in WHO programme and policy documents to provide support to the polio eradication efforts.

Duties and Responsibilities:

1. Coordinate with PSOs, Provincial and district team to establish a high-sensitive polio surveillance system across country including AFP, ES, PID surveillance, IDSR and other disease surveillance system supported by polio program

2. Coordinate and support detailed investigation at local levels for all triggered events of surveillance and PV detections

3. Support implementation of the surveillance guidelines, SOPs and surveillance strengthening plan

4. Supervise surveillance activities at the field level and provide on the job training of the field staffs for capacity building

5. Support coordination at NEOC, PEOCs, DEOCs and other GPEI initiatives

6. Support and ensure quality specimen collection-shipment are monitored and well managed by the surveillance team as well as the courier services and quality specimen arrive at the polio laboratory

7. Support establishment and further expansion of surveillance network, environmental collection sites and other supplemental surveillance initiatives

8. Conduct data analysis, internal reviews, risk assessment and identify gaps in surveillance and develop action plan to mitigate the risks

9. Present regular updates, surveillance performance of the country or assigned area to the surveillance team, WHO higher management and NEOC, PEOCs

10. Contribute developing guidelines, SOPs, tools, reports, etc. for surveillance area of work

11. Work as WHO secretariat for NCC, Polio expert committees, containment committee and other technical advisory bodies.


Deliverables:

1- All key Surveillance standards and indicators, as per National Surveillance Guidelines, are achieved in the district or assigned area.


2- All key indicators of Surveillance and Immunization activities as per NEAP are met in the Federal or assigned area.


Functional skills and experience:


  • The incumbent must have at least 2 year of professional work experience in disease surveillance, polio eradication, immunization activities, health emergencies OR other field-level public health programs.


  • Proficiency in MS Office.


  • Familiarity and work experience with community.


  • The incumbent must have clear understanding of gender equality, sexual exploitation, abuse and harassment.

Education:


  • Degree in medicine (MBBS/MD), Registered with Pakistan Medical Council (PMC)
