T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work. The mission of the Federal Aviation Administration (FAA) is to provide the safest, most efficient aviation system in the world. In line with this mission, the FAA provides the U.S. National Airspace System (NAS)—the largest, busiest, most complex, and technologically advanced aviation operation in the world—with the infrastructure to support all air operations within the United States and certain oceanic areas.

Tower Climbing Technicians inspect and make minor repairs, install or maintain mobile or stationary radio transmitting, broadcasting, and receiving equipment, and two-way radio communications systems used on FAA towers. May test and analyze network coverage. They also climb communication towers to install, replace, or repair antennas or auxiliary equipment used to transmit and receive radio waves.
Other tasks include:
- Perform maintenance or repair work on existing tower equipment, using hand or power tools.
- Read work orders, blueprints, plans, datasheets or site drawings to determine work to be done.
- Inspect completed work to ensure all hardware is tight, antennas are level, hangers are properly fastened, proper support is in place, or adequate weather proofing has been installed.
- Bolt equipment into place, using hand or power tools.
- Test operation of tower transmission components, using sweep testing tools or software.
- Lift equipment into position, using cranes and rigging tools or equipment, such as gin poles.

- High school diploma or equivalent is required.
- Tower climbing experience in a plus.
- Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
