Objective:

The Joint Programme in the period 2023-2024 will support the mapping of needs and priorities conducted with UNICEF and WHO programme staff at the country level that revealed significant technical capacity gaps which are impeding progress towards delivery of the Joint Programme’s vision, gaps that have been exacerbated by the impacts of the COVID-19 pandemic. Recognizing this, UNICEF are now seeking to appoint consultant to support development and implementation of the Joint Programme thus far identified for intensive support over a two-year period.

UNICEF Egypt Country Office is seeking to contract a consultant to be responsible for leading on and coordinating the development and initial implementation of a country-level plan for the Joint Programme in Egypt. This will include:

  • Working with UNICEF and WHO country office technical staff on the development of a detailed, costed country-lplan for the Joint Programme, building on the country case for support as relevant.
  • Liaising between WHO and UNICEF country offices and supporting engagement and coordination with country stakeholders.
  • Facilitating stakeholder consultations and planning and reviewing Joint Programme meetings.
  • Supporting the implementation of the Joint Programme workplan.
  • Budget monitoring and reporting.
  • Narrative reporting against the Joint Programme Monitoring Framework.
  • Supporting resource mobilization efforts.

Methodology:

The consultant will ensure the implementation of Joint Programme activities with WHO and MOHP. The process should be participatory, bringing together multiple stakeholders to share knowledge and insights.

The consultant work with partners to:

  • Develop the TORs for the National Multisectoral and Multistakeholder Mental Health and Psychosocial Wellbeing and Development Consultative Committee
  • Develop Action Plan 2022 – 2030
  • In coordination with Child Protection UNICEF programme team, manage and support the qualitative mapping/assessment of Child and Adolescent Mental Health legislation and policies across sectors and finalize recommendations to inform the development of the NMHAP 2022 – 2030 and other frameworks.
  • Map the currently available services, capacities, and referral mechanisms for the delivery of MHPSS services across health, education and social services/child protection services) for children and adolescents with mental health conditions, and their caregivers.
  • Identify the package of MPHSS services across sectors and provide technical assistance to develop relevant training materials and build the capacity of professional and non-professionals
  • Conduct community outreach activities to build social and emotional competencies.
  • Ensure day-to-day implementation and monitoring at the central level and in the field, through the following actions:
  • Leveraging partnerships between UNICEF, WHO, MOHP sectors, and conduct monthly coordination meetings;
  • Engage with CP UNICEF programme team through regular coordination meeting and discussions, and make sure that all activities between Child Survival and development programme and CP prgramme are done in collaborative manner
  • Holding regular coordination meetings with MoHP staff at the national level and the selected governorate level;
  • Coaching and supportive supervision of implementation of the planned activities by the selected/ trained healthcare service providers to deliver and monitor the planned interventions.
  • Support the coordination with UNICEF internal sectors (e.g. CP, SBC, Education) and establishment of social media platform and ensure the integration of different component in the outreach to better reach target population with MHPSS and wellbeing.

  • Coordinate the delivery of training of professional and non-professionals on MHPSS with reports on the training attendees and performance with recommendation to upscale and modify/ update accordingly
  • Coordinate the community outreach activities to build social and emotional competencies
  • Facilitate coordination with partners through ongoing (face-to face or online) discussions and meetings for regular updates and deliver meeting minutes including meeting minutes from monthly coordination meetings with UNICEF’s CP, WHO, MOHP sectors
  • Coordinate the development of a cross sectoral social media platform established to ensure the integration of different component in the outreach to better reach target population with MHPSS and wellbeing
  • Monitor and report on core content and indicators related to MHPSS

UNICEF Egypt is looking for consultants with strong expertise and good track record in implementing primary health care initiatives, and who is respectful to cultural diversities, community values, and is sensitive to gender issues, with zero tolerance to violence, child abuse and neglect and other harmful practices. The following expertise is required:

  • Medical background; with a minimum of a master’s degree in public health/mental health field.
  • Previous experience (at least 8 years) in supporting primary health care system and public health initiatives, with expertise in mental health and psychosocial wellbeing
  • Track record of leadership, facilitation and coordination skills and commitment to delivering timely and high-quality evaluation reports.
  • An excellent understanding of data and monitoring principles.
  • Fluent in Arabic and English.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
